ഭക്ഷ്യ വസ്തുക്കൾ വാങ്ങുന്നതിന് സംസ്ഥാനങ്ങൾക്ക് നൽകുന്ന തുക കേന്ദ്ര ഗവൺമെന്റ് വർദ്ധിപ്പിച്ചു
konnivartha.com: ബാലവാടികകൾ, 10.36 ലക്ഷം ഗവൺമെന്റ്, ഗവൺമെന്റ് എയ്ഡഡ് സ്കൂളുകളിൽ ഒന്ന് മുതൽ 8 വരെ ക്ലാസുകളിൽ പഠിക്കുന്ന കുട്ടികൾ എന്നിവർ ഉൾപ്പെടെ 11.20 കോടി വിദ്യാർത്ഥികൾക്ക്, എല്ലാ സ്കൂൾ ദിവസങ്ങളിലും ഒരു നേരം പാകം ചെയ്ത ഭക്ഷണം നൽകുന്ന ഒരു കേന്ദ്രീകൃത പദ്ധതിയാണ് പിഎം പോഷൺ പദ്ധതി.വിദ്യാർത്ഥികൾക്ക് പോഷകാഹാര പിന്തുണ നൽകുന്നതിനും അവരുടെ സ്കൂൾ പങ്കാളിത്തം വർദ്ധിപ്പിക്കുന്നതിനും ഈ പദ്ധതി ലക്ഷ്യമിടുന്നു.
പിഎം പോഷൺ പദ്ധതി പ്രകാരം, ഭക്ഷണം പാകം ചെയ്യുന്നതിന് ആവശ്യമായ ഇനിപ്പറയുന്ന ചേരുവകൾ വാങ്ങുന്നതിനായി ‘ ഭക്ഷ്യവസ്തുക്കളുടെ ചെലവ് തുക ‘കേന്ദ്ര ഗവൺമെന്റ് നൽകുന്നു.
കേന്ദ്രതൊഴിൽ മന്ത്രാലയത്തിലെ ലേബർ ബ്യൂറോ, ഉപഭോക്തൃ വില സൂചിക – ഗ്രാമീണ തൊഴിലാളി (സിപിഐ-ആർഎൽ) നിരക്കിനെ അടിസ്ഥാനമാക്കി പിഎം പോഷൺ പദ്ധതിയ്ക്ക് കീഴിലെ ഈ ഭക്ഷ്യ ഇനങ്ങളുടെ വിലവർധനയെക്കുറിച്ചുള്ള ഡാറ്റ നൽകുന്നു. അതനുസരിച്ച് പിഎം പോഷണിന്റെ സിപിഐ സൂചിക തയ്യാറാക്കിയിട്ടുണ്ട്. രാജ്യത്തെ 20 സംസ്ഥാനങ്ങളിലെ 600 ഗ്രാമങ്ങളിൽ നിന്ന് ഓരോ ഭക്ഷ്യവസ്തുവിന്റെയും പ്രതിമാസ വില തുടർച്ചയായി സമാഹരിച്ചു കൊണ്ടാണ് ചണ്ഡീഗഡിലെ ലേബർ ബ്യൂറോ സിപിഐ-ആർഎൽ തയ്യാറാക്കിയിട്ടുള്ളത്
ലേബർ ബ്യൂറോ നൽകിയ വില കയറ്റ സൂചികയുടെ അടിസ്ഥാനത്തിൽ, കേന്ദ്ര വിദ്യാഭ്യാസ മന്ത്രാലയം ഭക്ഷ്യ വസ്തുക്കൾ വാങ്ങുന്നതിനായി സംസ്ഥാനങ്ങൾക്ക്
നൽകുന്ന തുക 9.50% വർദ്ധിപ്പിച്ചു. പുതിയ നിരക്കുകൾ 01.05.2025 മുതൽ എല്ലാ സംസ്ഥാനങ്ങളിലും കേന്ദ്ര ഭരണ പ്രദേശങ്ങളിലും ബാധകമാകും. ഈ വർദ്ധന കാരണം 2025-26 സാമ്പത്തിക വർഷത്തിലുണ്ടാകുന്ന ഏകദേശം 954 കോടി രൂപയുടെ അധിക ചെലവ് കേന്ദ്ര ഗവൺമെന്റ് വഹിക്കും. ഒരു വിദ്യാർത്ഥിക്ക് ഒരു ദിവസത്തേക്ക് വേണ്ടിവരുന്ന ചെലവ് താഴെപ്പറയുന്നവയാണ്:

ഭക്ഷ്യ വസ്തുക്കൾ വാങ്ങുന്നതിനായി നൽകുന്ന ഈ നിരക്ക് ഏറ്റവും കുറഞ്ഞ നിർബന്ധിത (mandatory) നിരക്കാണ്. എന്നിരുന്നാലും, സംസ്ഥാനങ്ങൾക്കും / കേന്ദ്രഭരണ പ്രദേശങ്ങൾക്ക് അവരുടെ നിശ്ചിത വിഹിതത്തേക്കാൾ കൂടുതൽ സംഭാവന ചെയ്യാൻ സ്വാതന്ത്ര്യമുണ്ട്. കാരണം ചില സംസ്ഥാനങ്ങൾ / കേന്ദ്രഭരണ പ്രദേശങ്ങൾ പിഎം പോഷൺ പദ്ധതി പ്രകാരം വർദ്ധിപ്പിച്ച പോഷകാഹാരത്തോടുകൂടിയ ഭക്ഷണം നൽകുന്നതിന് അവരുടെ ഏറ്റവും കുറഞ്ഞ നിർബന്ധിത വിഹിതത്തേക്കാൾ കൂടുതൽ സംഭാവന ചെയ്യുന്നുണ്ട്.
ഭക്ഷ്യ വസ്തുക്കളുടെ ചെലവിന് പുറമേ, ഫുഡ് കോർപ്പറേഷൻ ഓഫ് ഇന്ത്യ വഴി ഏകദേശം 26 ലക്ഷം മെട്രിക് ടൺ ഭക്ഷ്യധാന്യങ്ങൾ കേന്ദ്ര ഗവൺമെന്റ് നൽകുന്നു. പ്രതിവർഷം ഏകദേശം 9000 കോടി രൂപയുടെ സബ്‌സിഡി, എഫ്‌സി‌ഐ ഡിപ്പോയിൽ നിന്ന് സ്‌കൂളുകളിലേക്കുള്ള ഭക്ഷ്യധാന്യങ്ങളുടെ ചരക്ക് നീക്കത്തിന്റെ 100% ഗതാഗത ചെലവ് എന്നിവയുൾപ്പെടെ ഭക്ഷ്യധാന്യങ്ങളുടെ 100% ചെലവും കേന്ദ്ര ഗവൺമെന്റ് വഹിക്കുന്നു. ഭക്ഷ്യധാന്യങ്ങളുടെ ചെലവ് ഉൾപ്പെടെ എല്ലാ ഘടകങ്ങളും സംയോജിപ്പിച്ചതിന് ശേഷമുള്ള കണക്കുകൾ പ്രകാരം ഒരു നേരത്തെ ഭക്ഷണത്തിന് ചെലവാകുന്ന തുക ബാൽ വാടിക, പ്രൈമറി ക്ലാസുകൾക്ക് ഏകദേശം 12.13 രൂപയും അപ്പർ പ്രൈമറി ക്ലാസുകൾക്ക് 17.62 രൂപയുമാണ്.
Enhancement of ‘Material Cost’ under the Pradhan Mantri Poshan Shakti Nirman (PM POSHAN) Scheme
PM POSHAN Scheme is a centrally sponsored scheme under which one hot cooked meal is served to 11.20 crore students studying in Balvatika and classes I to VIII, in 10.36 lakh Government and Government-aided schools on all school-days. The Scheme aims at providing nutritional support and enhancing school participation of students.

The Labour Bureau, Ministry of Labour provides data on inflation for these items under the PM POSHAN basket on the basis of Consumer Price Index – Rural Labourers (CPI-RL) in consonance with CPI index for PM POSHAN and accordingly CPI index for PM POSHAN basket has been worked out. The CPI-RL is constructed by Labour Bureau, Chandigarh on the basis of collecting continuous monthly prices from the sample of 600 villages spread over 20 States of the country.
On the basis of inflation index provided by the Labour Bureau, the Ministry of Education, Government of India, has enhanced the ‘Material Cost’ by 9.50 %. The new rates will be applicable across all the States and UTs w.e.f. 01.05.2025. The Central Government will bear the additional cost of Rs 954 crore approximately in FY 2025-26 due to this enhancement. The per student per day Material cost is as under: –

These rates of Material Cost are the minimum mandatory rates, however, States / UTs are free to contribute more than their prescribed share, as some States/UTs have been contributing more than their minimum mandatory share from their own resources for providing meals with augmented nutrition under the PM POSHAN Scheme.
In addition to the Material Cost, the Govt. of India provides about 26 lakh MT foodgrains through Food Corporation of India. The Govt. of India bears 100% cost of foodgrains including subsidy of approx. Rs. 9000 crore per annum and 100% transportation cost of foodgrains from FCI depot to schools. The per meal cost after adding all components including foodgrains cost under the scheme comes to approx. Rs 12.13 for Bal Vatika and Primary classes and Rs 17.62 for upper primary classes.
